- Afghanistan (1) “Canada’s spy agency has been cleared of wrongdoing in connection with the abuse of Afghan detainees. But the Security Intelligence Review Committee raised two issues for the Canadian Security Intelligence Service to consider in future overseas operations — even though CSIS operations on foreign soil are limited by law. The spy watchdog chided CSIS for not keeping adequate records and cautioned it to “assess and qualify with care and consistency” the intelligence it receives from agencies that may be party to human rights abuses. It also recommended that if CSIS continues to operate abroad, its standards of accountability and professionalism should live up to those on Canadian soil ….” Since The Canadian Press isn’t sharing the report, here it is at the Security Intelligence Review Committee’s web page (21 pages of redacted PDF) – here, also, is the news release announcing the findings. - Afghanistan (2a) Finally, a bit of news (albeit sounding a bit like a briefing note) from the CF Info-Machine on the training mission under way in Afghanistan! “Captain (Navy) Haydn Edmundson arrived here on 18 July 2011 as part of the initial rotation of the Canadian Contribution Training Mission–Afghanistan (CCTM-A), the task force deployed on Operation ATTENTION to serve with the NATO Training Mission–Afghanistan (NTM-A). As Chief of Staff to the Deputy Commanding General–Police (DCOM-Police) at NTMA Headquarters, Capt(N) Edmundson has a prominent role in the training and development of the Afghan National Police (ANP) ….”

Camp Souter is a British support base conveniently situated near Kabul International Airport. The Canadians assigned there work diligently behind the scenes to meet the support requirements of CCTM-A, the large and growing mission deployed with the NATO Training Mission–Afghanistan (NTM-A) under Operation ATTENTION. NTM-A is the international effort to help the Afghan national security forces prepare for the transition to full responsibility for security throughout Afghanistan in 2014 ….”
- Afghanistan (3) “The Royal Canadian Legion says it will have to debate whether it supports adding Afghanistan to the National War Memorial. Spokesman Bob Butt says it is a matter for the various Legion commands to decide and the subject has yet to be discussed among the organization’s 340,000 active members. A proposal circulated around National Defence last year called for the word Afghanistan and the dates 2001-2011 to be added to the memorial that sits in the shadow of Parliament Hill. The $2.1 million dollar plan included the addition of an eternal flame and a national commemoration ceremony. But a spokesman for Defence Minister Peter MacKay says it would be inappropriate to commemorate Afghanistan right now because soldiers are still there on a training mission. Butt initially indicated the Legion favoured revamping the memorial, however he says the matter is best debated among the members when the federal government has a specific proposal ….”
- Way Up North During CDS visit to Russia, Canada and Russia agree to exchange port visits with naval ships. “…. Both sides also discussed situation in the North Africa and Middle East, as well as European security. They also agreed to exchange visits of their warships between Canada’s Vancouver and the Murmansk port of Russia. The visiting Canadian delegation visited several military facilities in Moscow Wednesday ….
- What’s Canada Buying? (1) “Defence Minister Peter MacKay was warned the manufacturer of the air force’s new maritime helicopters might be tempted to cut corners in the rush to get the long-delayed program back on track, say internal documents. “The remaining elements for the interim (maritime helicopter) delivery are all safety related and it is crucial that DND remain diligent to ensure Sikorsky does not take inappropriate risks to keep schedule,” said a Nov. 23 briefing note. The advice came soon after a scathing report by the auditor general, who’d singled out the CH-148 Cyclone program for delays and cost overruns. Less than three weeks after Sheila Fraser’s assessment, U.S. helicopter giant Sikorsky advised the federal government it wouldn’t meet a Nov. 30, 2010, deadline to land the first helicopter for “limited training and operational testing.” Officials vented their frustration in the note, portions of which were underlined for emphasis. It urged both politicians and defence officials to take a deep breath and not get involved in any further debate — or request changes. “It is also paramount that DND not interfere or influence the conduct of activities, as this would provide Sikorsky rationale for excusable delay.” Ottawa’s $5.7-billion plan to buy 28 new helicopters to replace the geriatric Sea Kings, which fly off the decks of warships, have been hit with repeated delays ….” The Canadian Press doesn’t appear to be sharing this briefing note with the public, who may want to see more of the bigger picture of the document.
- Speaking of “geriatric” Sea Kings: “The venerable Sea King will be 50 years old in 2013 and plans are already underway to celebrate the milestone. Tim Dunne, a retired army major, says a committee was formed about a year ago to work on a reunion, a book, a memorial service and other events. Plans are also underway to place a Sea King in the Shearwater Aviation Museum ….”

Denmark, which is a Level 3 partner in the F-35 program, like Canada is, has decided on an open competition to select its next-generation fighter aircraft. People are questioning why Canada is not doing the same thing. Only then will Canadians know the right fighter has been selected, at the right price.”

- Canadian Rangers got a chance to share their stories at the CNE in Toronto. “Six Canadian Rangers from northern Ontario told thousands of visitors to a military display at the Canadian National Exhibition (CNE) in Toronto what Canadian Rangers do across Canada’s North. “I’ve never talked to so many people in my life,” said Master Cpl. Bill Morris from Kingfisher Lake, which has a population of 420. “People asked us who the Rangers are and what we do. They were pretty amazed when we told them.” The Ranger exhibit, centred around a traditional tipi, helped attract visitors to a large display of military equipment showcasing the army, navy and air force. The display attracted about one million people to it during the 17 days of the CNE, the biggest fair of its kind in Canada ….”
- “The Calgary Homeless Foundation wants to turn a small apartment building into housing units for homeless military veterans. The Royal Canadian Legion says there are at least 25 people living on Calgary streets that have been identified as Canadian Forces veterans. Cindy Green-Muse of the Legion’s Back In Step program said she knows of 25 to 30 veterans who don’t have a roof over their heads. They range in age from a few in their 20′s to one man who is over 80 years old ….”
- The CF’s Commander-in-Chief is taking part in the Army Run this weekend. “Their Excellencies the Right Honourable David Johnston, Governor General and Commander-in-Chief of Canada, and Mrs. Sharon Johnston will lace up their running shoes this weekend for this year’s Canada Army Run, being held on Sunday, September 18, 2011, in Ottawa. At 7:30 a.m., His Excellency will address all athletes competing in the five-kilometre run, and will also cheer on his wife at the starting line. At 8:40 a.m., the Governor General will wish all athletes competing in the half marathon ‘good luck’, and join them in this 21-kilometre challenge ….”
- Meanwhile, “On Sunday, for the second year in a row, the annual Terry Fox Run is sharing its date with the Army Run, and there’s no sign the two charity events will be run on separate dates any time soon. The Terry Fox Run, in its 31st year, is a volunteer-run, non-competitive event to raise money for cancer research. Over the course of its history, the Ottawa, Orléans, Kanata and Gatineau runs have together raised more than $5.75 million. Runs are held across Canada on the same day and they all share a marketing budget geared to that date. The Army Run is a hugely popular newcomer to the charity run scene. Organized by Run Ottawa in collaboration with the Department of National Defence, the competitive run offers five-kilometre and half-marathon events to raise money for two military charities, Soldier On and the Military Families Fund. From its inception in 2008, the Army Run has grown to have up to 14,000 entrants in subsequent years ….”
- “Canada’s most decorated military hero, the First World War flying ace William Barker, will be honoured next week in Toronto with a gravesite monument aimed at reviving knowledge of his unmatched exploits above Europe’s battlefields nearly a century ago. Barker, a Manitoba farmboy who went on to be awarded the Victoria Cross, three Military Crosses and a host of other medals for his wartime feats, was credited with destroying 50 enemy aircraft in just the last two years of the 1914-18 war. He later became the founding director of the Royal Canadian Air Force – a designation recently restored to the aviation branch of Canada’s military – before dying tragically, at age 35, in a 1930 crash on the frozen Ottawa River while demonstrating a new aircraft in Canada’s capital ….”

- Richard Curnow, R.I.P.: “Authorities have confirmed that a body found Sunday is that of Master Cpl. Richard Curnow, a soldier who went missing on May 5 during a training run. Master Cpl.
The identity was confirmed through dental records, Edmonton police said. “Based on autopsy results and the investigation, the death has been deemed non-criminal, therefore the [Edmonton Police Service] will not be releasing the cause of death,” police said in a statement. Curnow’s body was found in the North Saskatchewn River near Redwater, Alta., about 65 kilometres northeast of Edmonton. Curnow, 25, was last seen starting a 10-kilometre morning run with eight fellow soldiers through Emily Murphy Park in Edmonton’s river valley. He did not show up at the finish area and his vehicle was still in the parking lot ….” More here, here and here.

Labouring in her kitchen in Petrolia, Ont., Wilson churned out shortbread confections by the hundreds, devoting no less than eight hours a week to the task. And yet our military refuses even to disclose how much the operations in Libya are costing the Canadian taxpayer — information of dubious value of the Libyan military, but of potential concern to us. Canadians value their military, and understand that sometimes, force is necessary to safeguard lives. The Forces, and the federal government, have nothing to fear from disclosure.”

- More on the CF in Sierra Leone on OP Sculpture. “While deployed in Sierra Leone, Chief Petty Officer 2nd Class Steve Smith and I recently had the rare privilege of accompanying our Republic of Sierra Leone Armed Forces (RSLAF) counterparts on staff visits to two forward operating bases (FOBs) on the country’s wild Atlantic coast, far from our base in the capital, Freetown, Just getting there was half the adventure. We travelled in two Land Rover Defenders on some of the roughest roads either of us had ever seen, through jungles and villages, and crossing waterways by ferry or on old, narrow bridges that held up without benefit of maintenance. The spectacular sunrises and sunsets rivalled Hawaii, and in places the scenery was like something out of The Lost World by Sir Arthur Conan Doyle ….”
- Cuts coming? “Defence Minister Peter MacKay says his department is conducting a “strategic review” of its staff in response to unconfirmed media reports that his department will cut 2,100 of its public service positions over the next three years. MacKay, who was in Halifax to announce the impending arrival of Canada’s first Cyclone maritime helicopter, would not comment on the details of the report in the Ottawa Citizen. He said Canadians are going through a “belt-tightening exercise” across the country and all government departments are expected to do the same. “We’re looking at ways to achieve efficiencies and achieve maximum results from the Department of Defence,” MacKay told reporters on Thursday. “This refers specifically to civilian employees so we’re looking at ways to maximize the efficiency of the department and I think Canadians would respect and expect that.” ….” More on the allegedly coming “efficiencies” here.
- Enjoy some of the latest speculation about the naming of Julian Fantino as Associate Minister of National Defence (and the naming of former Canadian ambassador to Afghanistan, Chris Alexander, as Parliamentary Secretary). “The anticipated slash and burn of the public service by the newly-minted Conservative majority government could be starting at the Department of National Defence. Reports Thursday morning say 2,100 jobs will be cut over the next three years. This as Defence Minister Peter MacKay attempts to defend what many see as his diminished role. In the cabinet swearing-in last week, Prime Minister Stephen Harper appointed Julian Fantino, the former top cop in Ontario, as Mr. MacKay’s Associate Minister in charge of procurement, which comes with a huge budget that is between 14 and 16 per cent of the department’s $22-billion total. And then Wednesday, the Prime Minister named up-and-coming rookie MP Chris Alexander, the former Canadian Ambassador to Afghanistan, as parliamentary secretary to the Minister of Defence. This one-two combo of Mr. Fantino and Mr. Alexander will give Mr. MacKay fierce competition ….”
- “Canada and the United States will have a plan in place by this summer on how to achieve the long-awaited perimeter security deal, Prime Minister Stephen Harper said Thursday. Harper met U.S. President Barack Obama to discuss the plan on the sidelines of broader G8 discussions this week in the seaside resort of Deauville, France. “The president and I are committed to pursuing a perimeter approach to enhance our security and accelerate the legitimate flow of people, goods and services between our two countries,” Harper said in a statement following the meeting. “We are pleased that discussions are on track, and we expect to have an ambitious joint action plan ready this summer following public consultations.” The plan is expected to lay out priorities for the border deal and what both countries will do together and separately to make it happen ….”
- F-35 Tug o’ War (x): “A stern warning from a top Pentagon official about the soaring cost of building the F-35 fighter jet has given Canada’s defence minister cause for concern, but Peter MacKay insists his plan to buy 65 aircraft is a sound proposition. MacKay, in Halifax to show off the latest test version of the military’s new Cyclone helicopter, was responding to reports that the Pentagon’s top acquisition official, undersecretary Ashton Carter, had revealed that the per-aircraft cost of the 2,443 jets the U.S. wants has almost doubled in real terms. Pentagon officials say the cost of the project has jumped to $385 billion U.S., about $113 million U.S. per plane in 2011 dollars. The original price was $69 million per airplane. “That’s what it’s going to cost if we keep doing what we’re doing,” Carter said last week. “And that’s unacceptable. It’s unaffordable at that rate.” …. MacKay confirmed he was aware of the U.S. undersecretary’s dim view of the project. “Of course it gives me cause for concern,” he said. “But … there are three configurations for the F-35. We are purchasing the conventional takeoff model. Much of the criticism has been directed at the vertical-takeoff model. … We’re not buying that plane.” ….”
- More on the replacement for Canada’s Sea Kings that’s only here for training and certification purposes. “Canada recently received its first look at the potential future of the country’s maritime helicopter fleet, but Defence Minister Peter MacKay said the “interim” helicopter does not represent the formal delivery of the new fleet, which has been marred by lengthy delays. MacKay announced in Nova Scotia Thursday that a Sikorsky CH-148 Cyclone was delivered to Canadian Forces Base Shearwater on May 13. Its primary use at this point is to train Canadian Forces aircrew members for the Maritime Helicopter Project. Later this summer, flight training is expected to take place …. - The “glass is half emtpy” version of the CH-148 Cyclone story, from the industry press: “Canada’s top defence official said on 26 May that Sikorsky has delayed formal delivery of the first of six interim CH-148 Cyclone maritime helicopters to the third quarter. The new timetable marks the latest in a long series of delays since Sikorsky was awarded the contract in 2004 to deliver 28 military derivatives of the S-92 under the maritime helicopter programme (MHP). The original contract called for first delivery in 2009, but Canada last year agreed to accept the first six aircraft with an “interim” capability in November 2010. That schedule was further delayed to the first half of 2011 ….”
- “Revision, leading developer of ballistic protective eyewear for militaries worldwide, has secured a $2.7 million contract with the Canadian DND to supply Air Force members with Ballistic Eyewear (BEW), also known as the Sawfly Spectacle System. The initial contract is to supply 33,000 kits and 40,000 additional lenses in 2011 with a 5 year option period ….”
- No early release for Khadr Boy. “The U.S. military tribunal that oversaw Omar Khadr’s war crimes case has refused the Canadian’s bid for clemency with a statement Thursday that simply confirms the eight-year sentence he received in a plea deal. The Toronto native had, through his military lawyer, sought to have the sentence reduced, arguing in part that the prosecution had been guilty of “misconduct” in its calling of a key prosecution witness. The confirmation of the eight-year sentence — in exchange for which Khadr admitted to five war crimes, including the murder of a U.S. serviceman — was issued by retired Vice-Admiral Bruce MacDonald, who serves as the tribunal “convening authority,” or overseer ….” More on this here.

- Libya Mission (1): “Canadian fighter jets have dropped 240 bombs over Libya in 324 flights, the military says. The figure was released in a defence department briefing one week after air force officials said such information might compromise the safety of Canadian pilots and the success of the mission to support rebels who are trying to topple Libyan Leader Moammar Gadhafi. But as doubts grow about the political and military purpose of the mission, the Canadian Forces is still refusing to say where Canadian bombs have been dropped, whether they’ve successfully struck their targets and how much the whole endeavour has cost taxpayers so far ….” More from the Canadian Press here and CBC.ca here.
- Libya Mission (2): “…. A spokesman for the Libyan rebels said he wanted to see Canada supply more fighter jets to the mission and more support to the rebels fighting forces loyal to Libyan leader Moammar Gadhafi. “It’s the people trying to protect themselves against an army and it’s not equal at all. If NATO suspends its mission, there will be a slaughter,” said Sufyan Maghur, who is the liaison between the rebels and the Canadian government. The Canadian Libya Council, organized in response to the conflict, said it believes an increase in NATO strikes is necessary to avoid a prolonged conflict ….”
- Libya Mission (3): “A Canadian frigate stopped and boarded a ship off the coast of Libya, but then let the vessel go despite the fact it was ferrying a large amount of arms and explosives to the rebel movement fighting Moammar Gaddafi’s regime. The revelation, stemming from a video posted on NATO’s website on May 24, has some experts fearing Canada and the military alliance are picking and choosing how they apply the UN-mandated arms embargo—and effectively allowing the ongoing Libyan civil war to continue. The video, which was also posted on YouTube follows the men and women of the HMCS Charlottetown in early April as they stop a tugboat in international waters near the Libyan port of Misrata. The Charlottetown has been patrolling in the Mediterranean since April and is Canada’s major contribution to enforcing the UN arms embargo. In the video, the Charlottetown’s captain, Craig Skjerpen, says he has received information that the ship—flying the flag of the Libyan rebels and appearing in the video jam-packed with people—is carrying weapons. The Canadians subsequently send a boarding team that uncovers what the video’s narrator describes as “lots of weapons and munitions on board,” including “small ammunition to 105mm Howitzer rounds and lots of explosives.” However, when the Canadians relay the findings up the chain of command to NATO headquarters, they are ordered to let the tugboat go without confiscating the arms. When asked to explain why NATO chose not to enforce the resolution in this instance, a NATO official who asked not to be named said “obviously it’s a fairly fine line.” NATO says it does not consider internal movements between Libyan cities to be a breach of the arms embargo at sea, especially between Misratah and Benghazi, two rebel-controlled cities that the alliance says has fairly frequent maritime traffic now ….”
- Libya Mission (4): “Two Canadian soldiers in Italy were under medical observation Wednesday after they walked away from a car crash that killed an Italian fighter pilot. The Department of National Defence said the two Canadians were unharmed in the accident. The accident happened a little after 9 p.m. Tuesday about 100 metres outside the entrance to the Trapani-Birgi airbase where Canada’s air force for the Libyan mission is stationed, the department said. Local Trapani newspaper Telesud reported Wednesday that the two Canadian women were in a car that collided with a Ducati motorcycle. Telesud reported that 33-year-old Francesco Rinciari, a sergeant in the Italian air force, was killed in the accident. On Wednesday, Canadian Forces spokesman Brig-Gen. Richard Blanchette expressed his condolences to Rinciari’s family ….” Note to Postmedia editors: Telesud 3 is a local TV station, not a newspaper (check the video of the story here about 9:15 into the newscast). Also, although I stand to be corrected, Italian media aren’t saying the man killed was a pilot, they’re saying he was a senior NCO (who don’t tend to fly planes). - Afghanistan: “After nearly a decade of “tremendously successful work” in Afghanistan, the general commanding Canada’s elite, secret special forces says they are to end combat operations here at the same moment as the country’s regular combat forces. “The Taliban cannot operate with impunity anywhere in Kandahar largely because of all the SOF (special operations force) community, because it is an alliance, but certainly because CANSOF was focused on it,” Brig.-Gen. Denis Thompson, commander of the country’s clandestine military community, said in a rare interview. After the Taliban lost badly on the battlefield to mostly Canadian troops in 2006 and early 2007, the insurgents “essentially changed their tactics from holding ground and trying to be the shadow government in a large part of the province and directly challenging the authorities with formed units” to using “intimidation tactics,” Thompson said. “They started to go after the Afghan leadership and upped the ante with IEDs and suicide bombings and became much more asymmetrical. “That’s when their leadership became the more critical component and that’s when SOF began to play its role.” ….”

- Flooding/Quebec: “Defence Minister Peter MacKay toured the flood-ravaged Richelieu Valley south of Montreal on Wednesday, but his appearance did little to tamp down a controversy over the military not taking a role in the eventual flood cleanup. While hundreds of Canadian troops have been in the area for weeks sandbagging and helping out locals, the Quebec provincial government has requested that the troops stick around to help with the aftermath, too. - “Canada’s defence minister says information about the delivery of the country’s new maritime helicopters will be released at a news conference Thursday. Peter MacKay made the comments Tuesday night in New Glasgow, where he and Gen. Walter Natynczyk, chief of the defence staff, met with a group of cadets and reservists from MacKay’s Central Nova riding. The helicopters, the CH-148 Cyclone, are being produced by Sikorsky and are to replace the aging fleet of Sea Kings. MacKay admitted the helicopter program has faced a number of challenges. “There’s a long and, dare I say it, tortured history when it comes to the maritime helicopter program,” he said, calling it “one of the worst examples of a military procurement that went badly.” ….” Last week’s announcement that “we finally have one (but not for using on ops just yet) here.

The UN Assistance Mission in Afghanistan called on both NATO and insurgent forces to strengthen their efforts to protect Afghans as it released a report examining the severe toll the war has exacted on civilian lives and livelihoods …. It said NATO forces were careful in avoiding civilian casualties in Kandahar, but clearance operations in districts under the command of the Canadian military were singled out for leaving behind “large-scale” property destruction. “Elders’ fears that the Kandahar operations would involve the destruction of homes, crops, and irrigation systems were realized,” the 85-page report said ….”

- Remember how keen border state Senators were last month about getting military radar to keep those little planes full of drugs out of the U.S.? It appears they might be getting (at least some of) what they seek. “The US government will place military-grade radar along the border with Canada to thwart low-flying aircraft used to smuggle illegal drugs onto US soil, senators who sought the deployment said Wednesday …. Democratic Senator Chuck Schumer of New York said Napolitano had indicated during a Senate Judiciary Committee that she was working to deploy the radar and called it “a critical step in the right direction.” …. In the hearing, Napolitano herself stopped well short of explicitly announcing such a step, though she did agree with Schumer that such a deployment would be a good idea. - Liberal Foreign Affairs Critic Bob Rae says Canada (and others) have to do more about Libya. “There are many other plans of action the government should be taking against Libyan leader Muammar Gaddafi right now according to Liberal critic Bob Rae. Rae said he would like to see Canada prepare itself to take part in a no fly zone and place further sanctions on individuals and countries that help the regime by doing things such as buying Libyan oil. “It is no longer a matter of it’s important to try to do this. I think it’s absolutely necessary for Canada to do this. We simply have to engage on the governance issues. We have to engage on the human rights issues and we have to engage successfully in making sure Colonel Gaddafi is history,” said Rae. ….”

U.S. ambassador to NATO, Ivo Daalder, said allies agreed on Monday to increase AWACS flights from 10 to 24 hours a day, an expansion that is part of contingency planning for possible military intervention in Libya beyond humanitarian efforts. The decision came as the alliance’s governing board met to discuss what unique capabilities NATO could bring to Libya. Daalder said other ideas being considered are redeploying NATO vessels in the Mediterranean Sea, along with nearby air assets, to deal with humanitarian aid as well as establishing a command and control structure to co-ordinate relief efforts ….”

- Canada’s Defence Minister, answering questions in the House of Commons, says “Kabul-centric” means “in/around Kabul” when it comes to Canada’s future training mission in Afghanistan. “What we have said is that the combat mission will come to an end this year, that we will transition into a training mission, which will be Kabul-centric, meaning in the Kabul region; and that there will be work done to continue the important efforts by the Canadian Forces to impart the skill set needed by the Afghan security forces to do what we do.” A bit more detail from another question: “The combat mission will come to an end. The Canadian Forces will then transition into a training mission in a Kabul-centric, behind the wire configuration. That is the position of the Government of Canada. “
- “A major Canadian road project in southern Afghanistan has been hampered by an element the military has no control over, one rarely associated with the arid region of Kandahar: rain. Heavy downpours over the past couple of weeks have slowed construction of a 22-kilometre road in the Panjwaii district, a volatile area where the Canadian battle group is conducting one last push to win over locals before combat operations end in July. “I would say that up until the last few weeks, it was going pretty well,” said Capt. Jean-Francois Huot of the 5 Combat Engineer Regiment. “The first rain didn’t affect much, but then with the accumulation and the speed at which it evaporates we’ve seen, well, look how slow it is.” The deluge has clogged irrigation canals and left sandy plains a muddy mess. Last week, a crew from the Kandahar Air Wing had to be dispatched to rescue two Afghan men whose truck became stranded because of flash flooding. The Royal 22e Regiment had hoped to have the road finished by mid-April. Military officials say once completed, the road will link rural villages together, boost commerce and trade and improve the freedom of movement for Afghans ….”

- F-35 Tug o’ War “As part of the Harper government’s efforts to promote the F-35 stealth fighter, a top Conservative MP is criticizing a respected retired public servant who has advised government on defence purchases. Edmonton MP Laurie Hawn, who’s the parliamentary secretary to Defence Minister Peter MacKay, has been sending out e-mails promoting the F-35 purchase and attacking critics of the deal, including former Defence Department assistant deputy minister Alan Williams. The e-mail, which has circulated among retired and serving Canadian Forces members as well as journalists, also attacks a retired Australian air force officer who has raised questions about the F-35 Joint Strike Fighter (JSF) and an Australian aviation analyst who has done the same ….” Here’s some of what Williams had to say about the deal he signed in February 2002 (more in a recent letter to the editor here).
- Sikorsky on the CH-148 Cyclone choppers: They’re coming, honest, really soon! “Sikorsky is ‘weeks rather than months’ away from finally delivering the first interim aircraft for the CH-148 Cyclone maritime helicopter programme for the Canadian Forces (CF), according to CEO Jeff Pino. A long-running dispute regarding the purchase of the maritime helicopters was seemingly settled when 28 Cyclones were ordered under a $1.8 billion contract to replace the primary Canadian shipboard helicopter, the CH-124 Sea King. Following delays due to issues surrounding the mission system integration aboard the aircraft, in June 2010 Sikorsky announced that as a provisional measure the CF would receive six interim CH-148 Cyclones in November. However, delivery of these aircraft was also delayed due to undisclosed issues Sikorsky claimed was beyond its control. Speaking to reporters at a ‘state of Sikorsky’ presentation at Heli-Expo in Orlando, Pino said delivery of interim aircraft was now ‘imminent’ and highlighted progress on the programme that included 750 flight hours completed, ongoing sea trials in Canada and the finalising of the aircraft’s certification ….”
- The rehab of Omar Khadr continues apace in Guantanamo. “Providing Omar Khadr with a formal education should help allay fears expressed by many Canadians that he will return to Canada an angry and perhaps dangerous young man with a grudge against society, says his Canadian lawyer. To prepare the 24-year-old for his return to Canada, Khadr’s defence team enlisted a Canadian university professor to design a home schooling program, says lawyer Dennis Edney. Pentagon lawyers travel to the U.S. naval prison at Guantanamo Bay, Cuba, every other week to do the teaching. “We provide them with the material and then they go to Guantanamo and sit with Omar and they take him through the subject matter,” Edney explains. The curriculum includes math, history, astronomy and is heavy on English grammar. If Khadr passes a high school equivalency exam, he intends to apply for admission to a college or university as a mature student …..”
- “It was a thundering display of Canada’s Northern resolve with jet fighters, a frigate and even a submarine, but a recently released poll suggests such exercises in military prowess play to the public’s mistaken belief the Arctic is under threat. When Prime Minister Stephen Harper and Defence Minister Peter MacKay posed for a photo-op on the deck of HMCS Toronto 18 months ago in Frobisher Bay, internal polling told them a majority of Canadians believed the North was in peril — a view not shared by defence officials. “Three in five Canadians (60 per cent) living north of 60 degrees, and one-half of Canadians (52 per cent) in the south, believe there is a threat to Canada’s Arctic sovereignty or to the security of its northern border,” says a 2009 Environics survey. The poll was commissioned by the Defence Department and released under the Access to Information Act after long delays. But a Defence Department briefing note that same year assured the minister there was no real threat. “There is no longer a conventional military threat in the Arctic,” says the Aug. 11, 2009, briefing note, also obtained by The Canadian Press under the access law. “The resumption of Russian military exercises in the region is more symbolic of Moscow wanting to be taken seriously as a world power than a return to the armed standoff of the Cold War.” ….”

- Things don’t seem to be getting better in Libya, so Canada’s getting ready to fly people out of there. “The federal government is sending flights to Libya to rescue stranded Canadians, Foreign Affairs Minister Lawrence Cannon said Tuesday. Evacuees will be flown to Europe and, as with flights arranged earlier this month to bring home Canadians in Egypt, Canada is working with “like-minded” countries to share flights. The first plane is expected to arrive in Tripoli, the country’s capital, on Thursday. - A 14-year-old gets it on Afghanistan. “…. Afghan teachers and the girls they’re teaching tell us how grateful they are to have the chance to finally live a freer life, with access to education. These are the voices we must listen to. We obviously couldn’t do the work we do without security. But when NATO eventually leaves, Canadians must not abandon Afghanistan. We should continue to support the aid projects that are changing lives, especially the right to education – because that’s the only way we’ll create and sustain peace.”
- What Canadian troops are up to in Southern Sudan. “CF observers deployed on Operation SAFARI pack their kit and head out into the bush on five- or six-day patrols. They carry not only food, water and tents but also a generator, because there is no electricity or telephone service in small Sudanese villages. Op SAFARI is Canada’s contribution to the UN Mission in Sudan (UNMIS). It is also the military component of the Canadian whole-of-government engagement in southern Sudan that also includes activities by the Department of Foreign Affairs and International Trade, the Canadian International Development Agency and the RCMP. “We spend six days in the bush,” says Major Ed Smith, a UN military observer (UNMO) at Team Site (TS) Rumbek in the Sudan. “Our job is to know what is going on everywhere in this state, and send reports back to the United Nations. There are no lines of communication, no phones, no electricity, no running water, nothing – not even paved roads in this state. The only way the UN has of monitoring situations is through the UNMO, so we go and spend our time in the bush, then write up reports on what we see.” ….”

- “A Defence Department study says it’s risky for the air force to continue using Griffon helicopters for search and rescue in Central Canada. The review by the chief of air force development cites limitations of the CH-146, pressed into service in 2005 at Canadian Forces Base Trenton, Ont., because the military’s principal search helicopter is often not available. The air force intends to keep using the Griffon at the base until at least 2014, say briefing notes for Defence Minister Peter MacKay. But the 2009 air force study, obtained under the Access to Information Act, said the helicopter’s “capabilities are challenged” when employed as a front-line rescue aircraft and its use constitutes a “risk.” The CH-146, a military version of the Bell 412 civilian chopper, is too small and lacks the range to reach wilderness sites in Northern Ontario and Quebec without refuelling. Having to stop for gas “increases the response time to an incident site, and the amount of time the helicopter can remain on the scene to perform rescue tasks,” said the 20-page censored report. It noted one incident where search-and-rescue technicians were lowered to a crash site “and the helicopter departed the scene to refuel before extracting the casualties.” ….” Re: the bit in red, any chance of anybody reading the paper or the internet being able to read the report for themselves? - F-35 Tug o’ War (1) “…. Stephen Harper threw down the gauntlet Tuesday to his critics who question his government’s military spending, including $16 billion for 65 F-35 stealth fighter jets. That purchase is expected to be a major election issue for the Liberals and NDP in the next campaign, whenever it’s called. While announcing a new $155 million helicopter base in B.C., Harper warned against “willful naivete” in national security, and said Canada has to be ready to defend itself from any and all threats. “If you don’t do that, you soon don’t have a country and you don’t have any of the other good things you once thought were more important,” he said. “Our country has certainly never gone and will never go looking for trouble. However, many times during the past 200 years, trouble has come looking for us. While Canada does not aspire to be an armed camp, neither is their any place in national defence for willful naivety.” ….”
- F-35 Tug o’ War (2) “The Department of National Defence says it is hiding a key F-35 document from the public because that type of document is classified. Yet its own website hosts many of these same types of papers for public downloading, almost all of which are marked as “unclassified.” This has prompted allegations the Harper government and military have “twisted” Canada’s procurement process so it can buy the billion-dollar planes. The document, called a “Statement of Operational Requirements,” is a well-established centerpiece of the military’s procurement process. Save for certain classified bits of information, it is typically released publicly so Canadians can examine what their armed forces need before their tax dollars are spent. However in an unusual step, the Harper government did not release an operational requirements statement before announcing its plan to replace Canada’s fleet of ageing CF-18 fighter jets with the F-35. In fact, the military has admitted it chose the F-35 before it even drew up the Statement of Operational Requirements. Despite this, the department has continued to hide the document from public view, saying in an email that “an Air Force project’s Statement of Operational Requirements is an internal Department of National Defence document.” “SORs are classified documents” that are “not disclosed publicly,” added spokesperson Evan Koronewski ….”
- If this has been reported properly, apparently, the RCMP says a former military police officer (who’s served overseas in Bosnia and Cyprus) hasn’t been a Halifax cop long enough to qualify for a U.N. policing job in Haiti. “RCMP brass in Ottawa won’t allow a former Canadian military member and current Halifax cop who’s done two previous tours in wartorn countries to be a peacekeeper in Haiti. “It’s absolutely asinine,” said Dave Moore, president of the Municipal Association of Police Personnel, the union that represents the unnamed Halifax officer. “To me it’s making a statement that (he’s) substandard and that’s not true at all in our eyes.” The officer, who’s worked under the auspices of the UN in Bosnia and Cyprus, has been on the Halifax Regional Police force for more than two years. Before that, he spent 12 years in the Canadian military, seven of those as a military cop. “We’ve worked many, many years with the military police. They’re as well qualified as the federal force,” said Moore ….”
- “Over his 22 years in the Canadian Forces, Chris Hennebery saw not a single gunshot fired in anger. It’s only now, as a married father of two little girls and a successful software executive, that he’s going to find himself in a combat zone. Hennebery leaves at the end of next month to work as an artist in Afghanistan, capturing in his sketchbook and watercolours images of Canadian soldiers at war. After three weeks in NATO combat outposts and on patrols in the heartland of the Taliban insurgency, Hennebery will return to Canada to turn his preliminary works into a series of 10 large acrylic paintings. Accompanying the former professional artist will be photographer Shaun O’Mara, a former British commando and Canadian soldier whom Hennebery served with in the Royal Westminster Regiment ….”
- Sigh…. “One of the doctors charged last week with drugging and sexually assaulting a woman in downtown Toronto hotel is a long-serving member of the Canadian military, CBC News has learned. Dr. Amitabh Chauhan, 32, of Ancaster, Ont., has been closely associated with the Canadian Forces since 1997, when he became a cadet. The following year he enrolled in the Royal Military College in Kingston, Ont., as an officer cadet. Chauhan, received his undergraduate degree from RMC in 2002 with an honours BA in politics and economics. “Following his education with RMC, he began his training to become a pilot in January 2004. He ceased training in July 2005 and undertook a variety of duties,” the Department of National Defence said in a written statement to CBC News. He did his pilot training at CFB Moose Jaw. On Monday, Toronto police said that when he was arrested Chauhan had a Saskatchewan driver’s licence. Chauhan left the military in 2007 but continued his association as a member of the naval reserve, which he joined three years ago. “Mr. Chauhan is a naval reservist who works part-time at the naval reserve division HMCS Star in Hamilton [Ont.] and holds the rank of acting sub-lieutenant,” according to the military. He is currently a post-graduate student in the plastic surgery department at McMaster University in Hamilton ….” I can’t wait for the CBC to start writing about the university history of future criminals.

- Oopsie…. “The Canadian Forces have handed out tens of millions of taxpayers’ dollars in benefits over the past five years without the government’s approval. But it was bureaucratic bungling, not malfeasance, that caused the costly oversight. While Vice-Admiral Bruce Donaldson, the vice-chief of defence staff, said Tuesday the payments were made in good faith, “we didn’t do our homework … we didn’t make sure that we actually had the authority to do some of these things.” At issue for CF brass is that the Treasury Board oversees the military’s benefits and compensation regime, and has a specific list of what is allowed. But as the Canadian Forces expanded and changed in recent years, bureaucrats at National Defence didn’t keep up with the rules. Many of the unauthorized benefits, paid out to between 3,000 and 7,000 members and their families, were reimbursements for certain domestic expenses and others related to non-Afghanistan deployments. For example, reimbursing a member who had paid to store their car while he or she was sent out of the country, or paying to cut the grass while they were away on the job. But they also include the costs for repatriation ceremonies of fallen soldiers and, even though Donaldson said the unauthorized payments would stop Wednesday, the ramp ceremonies will continue with private funds, “to continue supporting the families of the fallen to make sure that we’re doing the right thing by our people.” He added the Forces will also keep paying for family members to visit wounded or sick CF members, some of which were also unauthorized ….” More here. To be fair, some of this appears to be doing the right thing (helping family see wounded members, or achieve closure by visiting where their loved ones died), but not following ALL the steps.
- Wanna buy a slightly used Canadian Chinook helicopter? “The National Defence department has put “For Sale” signs on the air force’s Chinook helicopters in Afghanistan — two years after taxpayers shelled out $282 million to buy them. The department recently sounded out allies in the war-torn country to see whether any are interested in the heavy battlefield transports, bought second-hand from the U.S. Army …. So far there have been no takers for the five CH-147D choppers, which were rushed into Afghanistan after the Manley commission made it a condition of Ottawa continuing the war until 2011 ….”
- Longer way home from Afghanistan = bigger bill to come home. “It will probably cost Canada an extra $90 million to sustain and then wind up its mission in Kandahar by the end of the year because its military aircraft are still banned from the United Arab Emirates, according to calculations by Postmedia News. Several senior officers have confirmed that the previously cited $300 million — which was widely reported in the media and attacked by the opposition in November — was far too high as the cost of leaving the U.A.E. base. But the military and the Harper government have not provided a breakdown of the additional costs that will be incurred because the military has had to shift its air hub for Kandahar from Camp Mirage in Dubai to a U.S. airbase at Spangdahlem, Germany ….”
- The NDP’s still trying to get Canada to pull ALL troops out of Afghanistan. “I have a petition signed by dozens of Canadians calling upon the Government of Canada to end Canada’s military involvement in Afghanistan. In May 2008, Parliament passed a resolution to withdraw the Canadian Forces by July 2011. The Prime Minister, with the agreement of the Liberal Party, broke his oft-repeated promise to honour the parliamentary motion and therefore refuses to put it to a parliamentary vote in the House …. Therefore, the petitioners call upon the Prime Minister to honour the will of Parliament and bring the troops home now.” Note to NDP: the motion was passed in MARCH 2008, and only says Canada’ll be out of KANDAHAR, not Afghanistan.

- “Parliamentarians were told Tuesday that Canada’s ability to search the Atlantic is severely inadequate for emergency calls that happen to come at night. While military search and rescue crews can usually respond to an emergency within an hour, that depends on a call coming during daylight. At night, two hours is considered permissible. Paul Clay, president of Seacom International, a St. John’s company that specializes in emergency response plans in the offshore oil industry, told the parliamentary defence committee that Canada is falling short. “The intention of search and rescue times is to save life and the attention of those resources is to save life,” Clay said. “Canada’s two-hour response is the longest in the world, as far as I know. It is grossly in my opinion, where it shouldn’t be. We should lower those times.” ….” More on this here.
- No Arctic mapping camp THIS year. “The Canadian government is abandoning plans for a remote scientific camp on the Arctic Ocean ice this year, citing dangerously thin ice conditions. Over the past five years, scientists have set up ice camps in remote areas of the Arctic Ocean as they gather extensive mapping data that could help Canada claim a greater area of the seabed under the Law of the Sea convention … This year, 25 Canadian scientists were to conduct their mapping work from an ice camp about 400 kilometres offshore. Last year, a similar camp housed 12 researchers on an ice floe on the Arctic Ocean, about 250 kilometres offshore from Borden Island in the High Arctic. But that ice floe started breaking up, said Jacob Verhoef, director of Canada’s mapping program with the Natural Resources Department ….”
- Canada and the U.K. may be talking about building a big navy ship together. “Britain is in talks with Canada about a possible joint program to develop a frigate for their respective navies, according to U.K. Defence Minister Gerald Howarth. Responding to questions from parliamentarians Jan. 31, Howarth said the British government is in “close discussion with the Canadians” on a possible collaborative program to develop the Global Combat Ship, destined to replace Type 23 frigates in Royal Navy service by the start of the next decade. The minister said Australia, Malaysia, New Zealand and Turkey have expressed interest in the warship program, to be called the Type 26 in Royal Navy service, when Defence Secretary Liam Fox recently visited the various countries ….”
- More testing for Canada’s Sea King replacement. “The new CH-148 Cyclone, which arrived at Shearwater January 6, will be undergoing further testing on board HMCS Montréal. The tests will last several weeks, under the direction of Sikorsky International Operations Inc., prime contractor on the Maritime Helicopter Project. The CH-148 Cyclone will provide anti-submarine surveillance, and will have enhanced search and rescue and tactical transport capabilities. Tests of the operational limits of a ship-borne helicopter will make a notable contribution to the Project, which seeks to replace the existing Sea King fleet that has been in service since the 1960s …. “

- Canada’s PM on Egypt: “Following President Mubarak’s announcement …. that he will not seek re-election, Canada reiterates its support for the Egyptian people as they transition to new leadership and a promising future. As Egypt moves towards new leadership, we encourage all parties to work together to ensure an orderly transition toward a free and vibrant society in which all Egyptians are able to enjoy these rights and freedoms – not a transition that leads to violence, instability and extremism …. - Meanwhile, Canada’s cranking up the diplomatic machine to get more help quicker to Canadians needing a hand in Egypt. “The frustrating wait has ended for many Canadians who were trying to get the federal government to tell them how to escape the turmoil that has enveloped Egypt. The Foreign Affairs Department’s decision to ramp up service at its operations centre in Ottawa, to deploy more staff to Europe and Cairo and to add several new telephone lines eased the backlog of people who could not get through to consular officials to ask for help. “There are bumps in the road that obviously you wish you hadn’t encountered but I think there’s been an outstanding level of service and responsiveness to the situation,” Diane Ablonczy, the Minister of State for Consular Affairs, said Tuesday. In the end, a large number of Canadians passed on the opportunity to leave the country, opting instead to wait out the unrest that shows some signs of abating ….”
